Although I am on latest Windows 10, I still use the old Windows Live Mail. This has the option of "Attach file" at the top.
There is probably something similar in your newsreader.

It's not what you send with, it's the news server you use - some allow
attachments, some only below a certain size, some don't but do pass on
posts that already contain them.
As for WLM: could you switch to something else, or at least to a version
before (I think it was) version 15? It screws up posting royally, i. e.
doesn't insert _anything_ (such as ">") to indicate which is text quoted
from the previous post, and which is your new text. In addition, you're
posting below the previous poster's signature (denoted by the "-- " line
[note the space]), so your text appears in my newsreader - and I'm sure
others - as if it's part of their signature (in my case in blue), so I
tend not to really see it.
May sound petty/nitpicking, but I have known other newsgroups where
people using WLM version 15 (I think) or later have actually been
killfiled by those fed up of trying to work out who said what in posts
from it!
You might have a look at http://www.dusko-lolic.from.hr/wlmquote/ ,
which was touted as a fix for WLM, a bit like OE-Quotefix was for
Outlook Express; I don't know if it's any good.
