If someone was born, married or died in Brampton, Cumbria, is there
any way of determining whether it was Brampton in the former country
of Westmorland or Brampton in the former county of Cumberland?

Or should one just assume that it is the bigger of the two places,
which I should imagine was the Cumberland one?

You should be able to tell from their birth registration, maybe just
from the index if the two places are in different registration
districts.
